Your participation would cement the required (3) PPMC members to vote on
releases (Vaquar, myself, Larry).

I'd like to get the proposal into cwiki and nicely formatted for easier
reading by the Incubator community. And for anybody at the ASF who *has*
implemented an MCP, or *intends* to implement an MCP, to at least give this
proposal a once-over.
