RE: [VOTE] Accept Maka into the Apache Incubator

Following up on the request in this thread, we have added the contribution policy to the repository:

It requires every contribution to have a human contributor of record, disclosure when generative tools contribute materially, and independent human review for changes affecting user-visible behavior, public contracts, security, licensing, releases, or governance. It also documents an impact-based fast path, requires public discussion before implementing project direction, governance, or major product decisions, and links to the ASF Generative Tooling Guidance.
