Re: [VOTE] Release Apache XTable (Incubating) 0.4.0-incubating, release candidate #2

I found the following release blockers:

- The source archive retains Dockerfile and README instructions that build
  xtable-utilities, but xtable-utilities is excluded from the voting source
  artifact. As a result, the documented `docker build . -t xtable` path fails
  deterministically from the released source.
- The staged xtable-spark-runtime_2.12 convenience binary bundles Checker
  Framework classes, but META-INF/LICENSE does not include the corresponding
  MIT license and copyright text.

Checksums, signatures, tag provenance, archive safety, LICENSE, NOTICE,
DISCLAIMER-WIP, RAT, and a clean JDK 11 Maven package build otherwise passed.
