Committer additions?

Hi all,

we have an interested and hard working contributor over in Log4PHP
world. I thought he would be a good addition to the committer team. I
realized that I don't know about the procedure of addtions in Logging
project, so, how do we handle it? Is it a public vote? On which list?
Is it only on the private PMC list?

Personally I favor public votes (after asking the probant if he would
like to join) on the developers list.
