[VOTE] Release log4net 1.2.12 based on RC1

Hi all,

after about two years it's more than about time to cut a new release.

log4net 1.2.12 RC1 is available for review here:

Details of changes since 1.2.11 are in the release notes:

I have tested this with Mono and several .NET frameworks using NAnt.
