DECLINED

I've tried many things to fix this but I keep getting this in the logs:

This occurs in the logs of the systems that are being "backhanded" to.

Currently this is what I'm using for attempted load balancing:

<Files ~ "\.php$">
        Backhand byAge
        Backhand byLoad .2
</Files>

I've gone through the mailing list and nothing I've tried from there has 
worked. Neither have any ideas I came up with on my own.
