No Merge directives in v4?

Maybe I am going insane, but if I use LayoutMerge and friends, Apache wont
start. I've hunted through the source and a bunch of directives arent defined.

That being said "merge_add" is still in the source but there is no entry in
layout_cmds[] that references it.

Have I missed something here (or is this a case of "we are still working on
it")?
