Dang!  Dang!  Dang!  I was hoping the solution had been found.  I added 
the AddOutputFilterByType LAYOUT httpd/unix-directory directive and 
things looked promising, but further testing revealed that, as before, 
one can have a php header, a php body, or a php footer, but not two or 
more php sections.  After the first php entity, the php code in the 
second or third entity either gets treated like text or simply confuses 
the browser.  I have one php page, where the footer winds up in a nice 
neat table in the middle of the page.  Our resident wizard was going to 
look at the mod_layout source at home to see if he could spot the 
problem, but we are in "get ready for handover" mode so everyone gets 
five additional things to do for every one he completes, so the priority 
of that task has dropped way down.  If you find your way out of the 
multiple php problem, PLEASE let the mailing list know.
