Error install version 4 on RH 9, Apache 2 w/Plesk control panel config

When I try make or make install get this message:

Makefile:7: /usr/local/apache2/build/special.mk: No such file or
directory
make: *** No rule to make target `/usr/local/apache2/build/special.mk'.
Stop.

Did not find "special.mk" on the server and did not see any posts also
with installing on similar server with Plesk control panel.

Any help on where to locate that file or install?
