PHP Header with Apache2/mod_layout

I'm trying to get Apache 2 to add a PHP header with mod_layout.

Everything works OK until I try to use the $_SERVER variable in the
header... it always appears to be completely empty when used in a PHP
header.

$_SERVER works fine when I use it in the main body of the document as
PHP. 

Am I doing something stupid?
