does this work with apache 1.3.x ?

I have been trying to get this to work with apache 1.3 without any luck.
I got the mod_layout and not the mod_layout2 one seeing that the 2 was for apache2.

After compiling it and going by the examples I find it errors on starting apache unless I put the directives inside <location> but it doesnt seem to be working.

Can someone give me a clue on how to get it working for apache 1.3 with some better examples?
