I am trying to setup a free web space hosting company.

Now before we begin, let me say that I have NO technical skills!!!
I can barely log into root and run nano to edit a file.
So I need to pay for everything I get done.

I have a linux server running Trustix and I use a control panel called Hsphere.
I have been using Hsphere for 3 years and it has done a VERY good job for me.
It requires very little linux knowledge and runs seamlessly with VERY little problems.

The problem is, the techs at hsphere will not do this for me, because they say it will cause problems system wide with apache.
They say it will keep re-starting apache and other negative things.

In hsphere I can create a specific plan that has certain attributes.

So, here is what I want to do.

1. I want to have a plan that creates ONLY 3rd level domains for a certain primary domain.
This I can do in Hsphere myself.

2. I want ALL 3rd level domains created by this plan,  to use the Mod_Layout
It must not effect or interfere with any other websites or domains on the server.

3. I want an easy way for me to INSERT banner advertising into the Mod_Layout template.
I will most likely use a banner server in one of my own sites to generate the banner code myself.
But I need to be able to insert the code without logging into the command line on the server.

4. I need to make it, so the customers can NOT remove or change the banner information.

5. I need to make ABSOLUTELY sure, it will not cause ANY problems with anything else the server needs to do. 
Need to make sure, it does NOT cause any security issues.
Make sure it does not slowdown or over burden the server too much.
Make sure it will NOT need to be messed with after getting it setup. 
I do not want anything that has to be constantly tweaked or reset or updated every few weeks.

If you can do this, let me know how much you think it would cost.
