For Apache 1.3 I had to create a filtering system, in version 2.0 one was provided for me. Drop a not if you find something missing that you need, I can take a look at it. Now that I have it ported forward it is easy for me to work on it once again (I still lack though the rather fabulous test suite I had for it years ago though, so I am at ground zero for that).
