Mod_layout 5, Apache 2.2 directive <body> tag

FC6 Apache 2.2 Mod_layout 5

Mod_layout works fine but even when <body> Tag is not in the HTML,PHP source,
when I use directive:
LayoutIgnoreTag <body> 
Mod_layout seams to ignore it but no error are display.
when I use directive:
LayoutDefaultHandlers　Off 
I get error after apache restart.

What I want to do is to put Header before <head> Tag , Footer before </body> and when there’s no <body> Tag I don’t want to put anything. 
Is it possible to make it work with Apache 2.2.
