mod_layout 5, apache 2 & PHP pages

Good afternoon. I'm still having no luck convincing mod_layout 5 to wrap = php headers and footers around php pages on a machine with apache 2.0.51 It quite happily works IF the page being wrapped is HTML, but I get a = blank screen the second I try to do the same with a php page. I've been doing some looking and I see folks asking the same question in = 2004. Has this ever worked? If not, then I'll have to move on to = something else. Thanks.
