The previous webmaster had used DreamWeaver to create his pages and there were many blank (?) lines and confusing indentation in the source code. In an effort to figure out where the garbage was coming from, I manually restructured the source to remove blank lines and logically indent. The problem went away. I still don't know what caused it (only showed up in Netscape 4.*, not IE, Konqueror, or Mozilla).
