Segfault in 1.99 with CGI Args

It seems that when I include the 'a' option to LogSQLTransferLogFormat (CGI
Request Args), my apache processes segfault. I haven't done much tracing in
the code, but it does seem to only happen when there aren't any arguments.
For example, this will work:
http://localhost/index.php?stuff=junk
While this will crash:
http://localhost/index.php

I have not done exhaustive testing on this, but I believe this is the only
parameter I'm having problems with.
