Neither really does shoutcast. It makes a guess on what the connecting
client wants. What mod_mp3 does is look for the headers that come from a
player and then if they are found it does the right thing for streaming
(based on what the player wants).

A browser frequently knows how to play the stream itself, so if you
connect with a browser the browser should be able to handle the stream.
