Hmm.  On further testing, running:
"xmms http://www.shoutcast.com/sbin/shoutcast-playlist.pls?rn=2819&file=filename.pls"
at least gets xmms talking to the Shoutcast web server.  However, 
xmms is failing to pull "http://62.118.255.5:9000" out of the pls
information and then connect to that server.
