Mac OSX 10.2 not responding to mod_mp3?

Please help if you can.  I've devoted so much time trying to solve this 
now that I'm convinced my problem must be a simple typo, me forgetting 
to turn on the computer or other some other equally stupid and human 
foible.

I have gone so far as to cut and paste setups from other mod_mp3 users 
claiming to have success to no avail.  I'm beginning to believe that 
mod_mp3 is a grand conspiracy on the part of the open source community 
to keep me stuck in my chair with clumps of hair between my knuckles.  
I really must solve this by this weekend so that I can get on with my 
life.

The Situation:

         Machine: Old beige G3 PowerPC [Mac] (I've tried on my G4 also 
with no more success)
              OS: 10.2.1
  Apache version: 1.3.26
mod_mp3 version: 0.39
Dev tools: apple development tools from July 2002 (I have tried using
            the update from August also but then erased the computer to
            start over and have not yet upgraded)


I've followed the installation instructions and everything compiles and 
installs flawlessly.  When I restart apache it comes up right away, 
meaning that it does not seam to recognize the list or directory of mp3 
files.  When I try and access the location my mp3 player (itunes) comes 
up recognizing the m3u format.  All seems to be well, however no songs 
show up.

Once, in frustration, after typing "apachectl restart" several times in 
a row, there was a delay in the startup time while mod_mp3 located all 
the songs.  I went to the player and this time it worked!  Great, I 
don't know why, but I'm not one to question.  I then tried to swap out 
the "short playlist" with the "full playlist" and restart.  This time 
nothing.  I switched back to the "short playlist", still nothing.  It 
seemed to be a very brief moment of success which I cannot recreate.

Is there a debug process for mod_mp3?  Has anyone had this sort of 
trouble and can point me in the direction of a solution?

I have tried both <VirtualHost> and <Location> directives with equal 
results.  The problem does not seem to be with actually accessing the 
location but rather loading the playlist/mp3 files on startup of apache.

I have tried these permutations:
	MP3 /musicFolder
	MP3 /MusicFolder/
	MP3 /MusicFolder/*
	MP3 "/musicFolder"
	MP3 "/MusicFolder/"
	MP3 "/MusicFolder/*"
	MP3Playlist /playlist [... see above]

I must be missing something.
