It will send the files out with shoutcast encoding added, yes.

It might be hard to differentiate the activity as a download, or a
stream. Especially on some browsers.

If everything is properly configured, a browser should pass control of
the data to a 3rd party app (your mp3 player), and the data should be
acted upon as soon as it is received. There may also be a title stream
visible in your mp3 player. 

Wrong behavior would be the browser prompting you to save the stream,
but there is certainly nothing wrong about saving a stream. Normally a
stream would save to a very large file, and continue to grow as long as
the stream exist. In this case the stream is not infinite, and will
stop.

So there can be some confusion if you don't know what to look for.

The thing that's not clear to me is this: should configuring the mod_mp3
default handler thingy make mp3 files be sent out as a Shoutcast stream,
or does that only happen when using a URL of form ?op=play&song=<foo> ?
