The 403 in both_str_req_proxy.t is no real surprise to me and mod_access_compat being the culprit is what I had guessed. mod_access_compat should not be relied upon on 2.4. It certainly does not work as I had expected it to when I switched over from 2.2 and I see support questions because of it in forums all the time. The proxy.t error might just be Vista when I think about it since you do not get the same on Win7. Vista has a very limited number of connections that can be open.
