Attached to the RT ticket are a diff for Open3.pm from IPC::Open3, and a test case which demonstrates the issue. There isn't currently a fix that we can apply to the mod_perl codebase. "Had the same problem when using open3() to start a process from a handler in HTTP::Server::Simple::CGI." Maybe you can go ping the IPC::Open3 owner?
