How about loading it earlier?

$ cat xx
<Perl>
use POSIX();
POSIX::exit(15);
</Perl>
$ httpd -c 'Include "'$PWD/xx'"'; echo $?

$ cat xx

</Perl>
$ httpd -c 'Include "'$PWD/xx'"'; echo $?
