RE: Enquiry about mod_perl project state

 Unfortunately mod_perl has lost popularity, but it still does its job well, and has always been very rich of features so it doesn't need much evolution. The important thing is to stay in sync with Apache, so I'm happy that mod_perl was finally adapted for Apache 2.4. 

Plack has brought an excellent abstraction layer for serving content, so on that area mod_perl will tend to be just an underlying infrastructure, not a framework to be used directly by applications. However, mod_perl remains a fantastic API for programming every other aspect of the Apache server (configuration, response cycles, etc.), and on that area it remains without much competition. We use mod_perl in our organization (State of Geneva, Justice department) in particular for implementing specific behaviours in the authentification and autorisation phases.
