Working with strings(web pages - modruby.net) in ruby is a dream. Most of the libs(raa.ruby-lang.org) are helpful and many are awesome. Ruby is more 'modern' at least in terms of oo elegance and perhaps some other things. PHP is more mature. PHP works very closely and well w/ apache. Ruby does too but it may take a little work (because of maturity) but it is done all the time, even on windows. Working with asp/cold fusion of late has left me missing ruby(and even php at times).
