Sure Ruby is used on Windows a lot- it is hard to avoid ;)

Ruby is a good choice over php for sure, imo and probably anyone on this 
list. Working with strings(web pages - modruby.net) in ruby is a dream. 
Most of the libs(raa.ruby-lang.org) are helpful and many are awesome. 
Ruby is more 'modern' at least in terms of oo elegance and perhaps some 
other things.

PHP is more mature.  PHP works very closely and well w/ apache. Ruby 
does too but it may take a little work (because of maturity) but it is 
done all the time, even on windows.

Working with asp/cold fusion of  late has left me missing ruby(and even 
php at times). The thing i miss most? Elegance -  plain and simple.
