Answering my own question (finally spotted the answer just after I'd emailed the list - sorry).... There is a "pause" action, that should do what I want. I had a vague feeling that I'd previously read of a way to do this with mod-security, but despite searching I can't find it..... and beginning to wonder if that was just a figment of my imagination.
