Thanks, seems OK for my usage scenarios, because I have a dispatch nginx which is responsible receiving packet from internet and transferring packet to nginx+modsecurity server.

Yes, u can serve different sites via distinct "server " directive in the same Nginx instance, each containing a custom modsecurity rule set.
