Javascript / Challenge page

Good morning,
I introduce myself, I'm new to the list.
i'm a university student who has to take care of the security inside the
campus.
I have to set up a series of mod_security instances which, in addition to a
series of basic rules, must be able to run a challenge page, in the event
of a major DDoS attack, in order to filter all automatic traffic.
Has anyone done something like this before or can point me to online
resources to do it?
