If you are running Apache2, mod_ssl is probably there. You can run httpd -l in your apache bin dir for a list of compiled in modules. The ssl.conf file is an include that gets read and added into the httpd.conf file if apache is started with SSL enabled. It contains all the setting that are only of use to the SSL server, the most important ones being the location of the server certificate and key. http://www.modssl.org/ is a good place to read up on this.
