I guess the rewriting is not turned on in the SSL vhost. Else there should be a rewriting to a php file which works with PATH_INFO You may check that out. Furthermore, that database is replicated between the devel' and live server (so they are EXACTLY the same), and all works just fine under normal http. As I said, ssl also works on the live server, but not on the dev machine (other than the home page).
