I think we could change the error message adding "If you're in the last
page (of a multi-page survey) you can't set CHECKKEY to "no""

you're right.. the problem is that if you go back from this page before
submitting it to review some previous answer(s) when you come back to
the last page you'll recive the above error becasue of CHECKKEY="yes"
(that's also the default behaviour).

I think the only useful use of CHECKKEY="no" in the last page would be
something like that.
