Something like this suggested option on a final page might be a neat solution:

<SEQUENCE SELFINCLUDE="yes" NONSTRICT="yes">
 .....

That would indicate 'allow submission as long as hidden and MUSTANSWER="yes"
questions on the first and final pages have been answered'.
