Managing invitations, follow-ups and reminder emails isn't currently a 
part of the mod_survey system. A year ago, you might have heard about 
web_survey which was a population management addon to mod_survey. I don't 
know the status of this addon, perhaps the italians can enlighten me 
there.

Otherwise, the best you can do is make a survey with authentication and 
unique answers. Each user who *has* answered will result in a file with 
the user name in the data folder in the mod_survey installation. Listing 
these files and excluding them from the authentication file will result in 
a list of users who has not answered yet.
