For 3.2.5

Eventhough mod_survey did not get the MATC grant, it would seem that it 
woke up some people at my university, and that I may get a minor part-time 
to do survey thingies starting this spring. Not having to do everything on 
my spare time, at least I can fix up some long-standing known bugs and do 
a maintainance release.

Having read through the mailing list archive the below is what I've found 
that needs be adressed. Please add what more you think should be fixed.

PLANNED FIXES FOR 3.2.5

(these are things I may or may not include for 3.2.5, depending on
time and resources)

* BUG: When matrix MULTI, going back and resubmitting will not clear
   previously checked values, meaning values will only add.
* BUG: Using a pipe as delimiter in delimited fields produce weird
   effects
* BUG(s): Many problems with running under windows (doubt I'll fix all
   at the moment)
* BUG: Uniqueness checking through IP and cookie is documented and in API
   but not implemented (Uniqueness through Auth works as intended)
* BUG: Using time() in a perl snippet causes a security exception.
* BUG: Sometimes display-time perl snippets refuse to parse
* BUG: Trying to download data when no data submitted causes a crash
   (should display an error message instead)
* BUG: Some of the themes look strange in newer browsers
* FEATURE: Progress bar is not back-ported from devel branch
* FEATURE: Persistance is not (properly) back-ported from devel branch
* FEATURE: Should be possible to add html near/below submit buttons
* FEATURE: Make clipping text at 250 chars optional in SPSS export
* FEATURE: Test and make sure mod_survey works with apache 2.2
* FEATURE: Update installer to support new Gentoo layout

LONGER TERM FIXES

* BUG: Some translations are way behind
* BUG: Many error messages are way behing on explanations
* BUG: Auth sometimes persist after a submit
* FEATURE: Debian/ubuntu package
* FEATURE: Unicode support
