Error repsonse size does not match custom ErrorDocument's size

I have set the ErrorDocument for 403 errors to a short string and the usual
response size matches that string length (7 bytes). But some responses show
a 3mb response size in the access log for some 403's.
How can I track down what causes this. It is all bot traffic of course. Is
there something in the request that could do this. The URL is '/' sometimes
its a POST mostly GETs.
