When policy bean is set into the service as a service parameter it fails when run with Apache2

The problem is it hangs when run rm_echo_1_0.
To solve this I tried creating this parameter in the global pool. But it then seg faults. So for the time being I avoid storing it in service. Instead it now create the policy bean and load properties every time sandesha2_utils_get_property_bean function is called.
