Re: [proposal] Sandesha2 1.4

Just to let everyone know what happened. I rolled a further RC a while
back but haven't been able to get my GPG key signed into the web of
trust. At the moment I'm not in a real hurry to get it done as
Sandehsa2 1.3 seems to work fine on Axis2 1.4.

If someone else wants to take on a release of 1.4 from the branch,
feel free, otherwise I'll approach doing a release when I do have a
signd key.
