[RETRACTION] (was Re: [VOTE] Release WSS4J 1.5.9)

Following some issues discovered in the distribution by the PMC, I am
retracting this vote until these issues are addressed. The issues that
will be fixed are:

1) Lack of svn tag
2) The "src" distribution should be "buildable". I will include
test/sample code plus third party libs. I will not touch the other
artifacts for backwards compatibility reasons (this is a minor
release).
3) I will upgrade the xerces version in endorsed to 2.9.1.

Feel free to scrutinise the artifacts so that I can fix any other
issues before calling another vote.
