As far as I remember CONTEXT_HTTP_* is used only to set few simple things (like HTTP user and password!) but it could be certainly extended to set HTTP headers - though I am not sure how to pass a pair of strings (both header name and value should be passed ...).

the other possibility is always to access underlying WSIF provider and its transport-level API - i think this could be done currently with AXIS provider by accessing Call object?
