You have to specify the Provider for the
http://schemas.xmlsoap.org/wsdl/soap/ namespace explicitly e.g.:
//We use Axis only, set our modified Axis provider
WSIFPluggableProviders.overrideDefaultProvider(
"http://schemas.xmlsoap.org/wsdl/soap/",
new WSIFDynamicProvider_ICAxis());
