Let me see if I understand now: -2 -2 means "this level isn't possible
because there is no prior level - 1", -1 -1 means "this level should be
possible but something went wrong", and ::ERROR means "something went
so wrong I couldn't do any level at all"?

I wonder if there was really a need for adding -2 -2 ... backups have
been working fine on my system just returning -1 -1 for the levels that
can't be computed. The planner picks a level that didn't come back -1 -1
and everything works.
