What is the state stream?

I'm trying to figure out what the state stream is used for, but not finding
much description.  Can someone point me in the right direction?  I'm
revisiting my thought about capturing a full or verbose level 2 tar index for
dumps.  Looks like currently the state file is just like the index but with
the block # prefixed.
