A rounding bug causes (successful) dumps that are less than 1024K in
size to be treated as failed, thus confusing the planner (and the user).

This patch came after Jean-Louis left so it hasn't ever been reviewed by
anyone from Zmanda, but it did at least work for Gene when he tried
it...
