Problem with taperscan and chg-single

Hi, I'm using amanda-3.5.1 built from branch 3_5 on github.

I am trying to run a backup using manual tpchanger "chg-single" that spans
more than one tape.

The traditional taperscan correctly recognises that the last written volume
is active and cannot be overwritten, but when I set the taperscan to
lexical or oldest it repeatedly overwrites the same tape.

The traditional taperscan does not support interactivity which is why I am
trying to use lexical or oldest.

TRADITIONAL taperscan:
> amcheck -s config
slot 1: volume 'Monthly-07' is still active and cannot be overwritten
all slots have been loaded
Taper scan algorithm did not find an acceptable volume.
   (expecting a new volume)
ERROR: No acceptable volumes found

LEXICAL/OLDEST taperscan:
> amcheck -s config
slot 1: volume 'Monthly-07'
Will write to volume 'Monthly-07' in slot 1.
