Assuming your alternate off-site media is tape, I would recommend 
looking into amvault.  That's true archival; if you want "live" 
alternate off-site, then I'd go with (2).  I'm not sure what you mean by 
3 backups, though.  Do you mean traditional level 1 and level 2?  amanda 
uses a bit of a different paradigm, deciding on its own when to do what 
with a scheduled backup window.
