I'm told that running the hardware clock in GMT (or UTC, or whatever) 
solves *many* date issues. There's something you need to set to tell the 
o/s this is the case, but I'm NOT a Windows person and can't remember 
the detail. I had to use one machine, someone fixed it for me, and it 
now works for both Windows and Linux dual boot, and I can run one 
program I need because the organization paying the bills has a policy.
