Why don't you simply use Jörg Schilling's star on Windows?  From
AN-1.5a58 [1]:

    Supported platforms:

    [...]
    Cygwin (Win32),
    [...]

I doubt that there is a GUI, but writing one shouldn't be terribly
complicated, especially if you only need very limited functionality.
