So what you are saying is that all of a sudden "could not create 3 new
audio busses" and "could not create 7 new audio busses" are the same
plural form in Russian :D

I hate to tell you, but they are not.

In fact, things are even more complicate than that. "could not create
1 new audio bus" and "could not create 21 new audio bus" is the same
plural form in Russian. You didn't fix it by conditionalizing, you
made it worse.
