Effects Menu Categorization

Hello,

I am a computer science student at a US University, and for one of my
classes, I need to make a contribution to an open source project. I am
looking to spend 12-15 hours fixing a few bugs or implementing a small
feature.

I have already cloned the audacity repository and built it successfully and
I'm looking for some guidance on what kind of contribution to make.

After looking at the github, the wiki, and bugzilla, a feature I believe I
could implement in that time is reorganizing the effects menu so that it is
not super long.

In doing this, I would want to incorporate a favorites list that can be
edited from the plugin manager menu.

If there are other ideas about what I could do in this time frame, please
let me know!
